Social distancing measures relaxed

The Government will relax social distancing rules to allow catering businesses to provide dine-in services until 11.59pm every day starting April 29, on the condition that all staff have received their first COVID-19 vaccine dose.   This forms part of the Government’s latest round of social distancing measures which will be relaxed with conditions with the "vaccine bubble" as the basis, and the directions and specifications will take effect from April 29 for 14 days.   Under the new arrangement, catering businesses with all staff having received their first COVID-19 vaccine dose can provide dine-in services from 5am to 11.59pm every day.   The catering business operator can designate the whole or part of the premises as a designated zone, and must ensure that all customers in the zone scan the LeaveHomeSafe QR code via the LeaveHomeSafe mobile application on their phones.   Within the 11.59pm designated zone, the number of customers at the catering premises at any one time must not exceed 50% of the normal seating capacity, and no more than six people should be seated together at one table. The number of people participating in any one banquet at any one time may not exceed 20 people.   When all staff of a catering premises have completed the full course of COVID-19 vaccination, that is, having received two doses of a COVID-19 vaccine plus 14 days, the operator can designate the whole or part of the premises as a designated zone where dine-in services can be provided every day from 5am to 1.59am on the subsequent day.   Under the 1.59am arrangement, the number of customers at the catering premises at any one time must not exceed 75% of the normal seating capacity and no more than eight people should be seated together at one table. The maximum number of people participating in a banquet within the designated zone can be raised to 100.   The operator must ensure that all customers in the 1.59am zone have received their first COVID-19 vaccine dose and scan the LeaveHomeSafe QR code via the LeaveHomeSafe mobile app on their phones.   Staff who are unfit to be vaccinated due to health reasons must submit a declaration form and present a medical certificate to the employer, and undergo a polymerase chain reaction-based nucleic acid test for COVID-19 using combined nasal and throat swabs every seven days.   Customers aged 15 or below accompanied by an adult can be exempted from the LeaveHomeSafe QR code requirement as the accompanying adult has to scan the code.   Customers aged 65 or above, as well as those aged 15 or below not accompanied by an adult would be required to provide their visit information with a specified form.   Additionally, five types of premises currently closed, including bars and pubs, bathhouses, party rooms, clubs or nightclubs and karaoke establishments may reopen until 1.59am every day if all staff and customers have received their first COVID-19 vaccine dose and all customers scan the LeaveHomeSafe QR code using the LeaveHomeSafe mobile app.   Mahjong-tin kau premises that are also currently closed may reopen and operate until 11.59pm every day if all staff have received their first COVID-19 vaccine dose and all customers scan the LeaveHomeSafe QR code using the LeaveHomeSafe mobile app.   The restrictions on group gatherings, such as wedding ceremonies where no food or drink is served, annual general meetings and religious gatherings, will also be relaxed, on the premise that all participants of the group gathering aged 16 or above must have received their first COVID-19 vaccine dose.    Click here for full details.
